This report from Centre for Cities puts forward proposals to show how the Government should use its forthcoming devolution white paper to reorganise and simplify local government around the country to align the shape of local government to the shape of local economies.
The report argues that if further devolution of power is to be successful, it must not start with discussions of what to devolve, but instead with the aim of building the institutional capacity and accountability of local government to both make better use of the economic powers that are already available, and those that should be devolved in the future.
